Andy Vargas is a Massachusetts State Representative for the 3rd Essex District, representing part of Haverhill. Elected in 2017, he was the first Latino elected to the House from this district and the first Latino elected official in Haverhill's history. He chairs the MA Black and Latino Legislative Caucus.
